Call for Service Creative Officer Services within Festivals Malta

Ref: Festivals/ CFQ2024-21


The services of an officer providing Creative & Design Services are required, with an average of 40 hours of service a week.  The Contract shall be active for a two year period.

 

The service shall be remunerated at €14.31 per hour excl. VAT during office hours and at the rate of €16.00 per hour for work carried out of office hours during the Production Weeks for atwelve month period.  

 

The above rates will be revised in 2025 according to the relevant Department of Contracts “pegged Rates” circular.

 

 

Festivals Malta 

 

Festivals Malta is the national government body dedicated to the nurturing and growth of festivals and cultural events in Malta and Gozo.

 

The agency was launched in 2017 and entrusted with a varied portfolio of festivals to foster creativity, professionalism, participation and cultural education in the sector. It is responsible for an annual calendar of more than 160 separate activities across 8 engaging and accessible festivals and 5 national events that serve as a platform for local artists to showcase their talents and reflect the variety of cultural life on the Maltese archipelago, preserving local traditions, cultivating an environment of creativity and artistic expression and promoting public awareness of the arts.  By acting as the focal point of collaboration and cross-promotion in the creative sector, Festivals Malta works to raise the profile of Maltese culture in the community and to promote Malta internationally as a festival destination.

 

Services Required

 

The provider selected shall provide Creative & Design services as requested.

 

Main Tasks

 

i. Attend briefing meetings with Marketing Manager, Festival Manager and Artistic Directors.


ii. Influence design-led thinking across all festivals and events, whilst keeping consistency on all design projects.


iii. Develop creative programs and design concepts that meet the business objective of the organisation.


iv. Attend brainstorming sessions with creative team, maintaining strategic and creative thinking to develop innovative and actionable creative initiatives.


v. Manage design processes from beginning to end to ensure timely delivery of designs.


vi. Design graphic content, illustrations and animation.


vii. Assist the Marketing Manager and Marketing Executives in the facilitation of print jobs with suppliers, ensuring that such material is delivered within deadlines and with the quality standards that meet the Agency needs.


viii. Obtain artwork approvals by presenting final layouts to the team.


ix. Analyse brand tracking, market trends, consumer need, and the competitive landscaping.


x. Ability to work in a team, adopt rapidly and respond to change in a fast-changing environment. 


xi. Keeping abreast with Public Service financial and procurement regulations and policies.


xii. Learning about the work of the Agency programming and initiatives while assisting in improving marketing strategy.


xiii. Assisting with any other matters, as assigned by the Marketing Manager or the CEO.


xiv. Work during weekends and public holidays, including evenings as per Agency’s exigencies.


xv. Carry out any other duties as assigned by CEO Festivals Malta or her representative according to the exigencies of the Public Service.

 

 

Qualifications and Experience Required

  

Interested applicants are to have:

 

Bachelor Degree in Fine Arts, Digital Arts or Communications (MQF Level 6)

Minimum of 2 years experience in a creative / designer role

Professional discretion

Efficiency

Knowledge of the cultural sector in Malta;

Excellent coordination skills;

Strong organisational skills;

Well-developed time management skills

Ability to work under pressure;

Strong attention to detail;

Proficient computer design software skills (Adobe Suite)

Is-servizzi ta ’uffiċjal li jipprovdi Creative & Design Services huma meħtieġa, b’ medja ta ’40 siegħa servizz fil-ġimgħa. Il-kuntratt għandu jkun attiv għal perjodu ta’ sentejn.

 

Is-servizz għandu jitħallas b ’€14.31 fis-siegħa minbarra. VAT waqt il-ħinijiet tal-uffiċċju u bir-rata ta’ €16.00 fis-siegħa għal xogħol li jsir fil-ħinijiet tal-uffiċċju matul il-ġimgħat tal-produzzjoni għal perjodu ta ’tnax-il xahar.

 

Ir-rati ta ’hawn fuq se jiġu riveduti fl-2025 skont iċ-ċirkolari rilevanti tad-Dipartiment tal-kuntratti “rati marbuta”.

 

 

Festivals Malta

 

Festivals Malta huwa l-korp nazzjonali tal-gvern iddedikat għat-trawwim u t-tkabbir ta ’festivals u avvenimenti kulturali f’ Malta u Għawdex.

 

L-aġenzija tnediet fl-2017 u ġiet fdata b ’portafoll varjat ta’ festivals biex trawwem il-kreattivita ’, il-professjonaliżmu, il-parteċipazzjoni u l-edukazzjoni kulturali fis-settur. Huwa responsabbli għal kalendarju annwali ta’ aktar minn 160 attivita ’separata madwar 8 festivals impenjattivi u aċċessibbli u 5 avvenimenti nazzjonali li jservu ta’ pjattaforma għall-artisti lokali biex juru t-talenti tagħhom u jirriflettu l-varjeta ’tal-ħajja kulturali fuq l-arċipelagu Malti, jippreservaw it-tradizzjonijiet lokali, jikkultivaw ambjent ta’ kreattivita ’u espressjoni artistika u jippromwovu l-għarfien pubbliku dwar l-arti. Billi taġixxi bħala l-punt fokali ta’ kollaborazzjoni u cross-promotion fis-settur kreattiv, Festivals Malta taħdem biex tgħolli l-profil tal-kultura Maltija fil-komunita ’u tippromwovi lil Malta internazzjonalment bħala destinazzjoni ta’ festival.

Il-provditur magħżul għandu jipprovdi Creative & Design Services kif mitlub.

 

Kompiti ewlenin

 

i. Tattendi laqgħat ta ’briefing mal-marketing Manager, il-Maniġer tal-Festival u d-Diretturi artistiċi.


ii. Jinfluwenzaw il-ħsieb immexxi mid-disinn fil-festivals u l-avvenimenti kollha, filwaqt li jżommu konsistenza fuq il-proġetti kollha tad-disinn.


iii. L-iżvilupp ta ’programmi kreattivi u kunċetti ta’ disinn li jilħqu l-għan tan-negozju tal-organizzazzjoni.


iv. Tattendi sessjonijiet ta ’brainstorming ma’ tim kreattiv, iżżomm ħsieb strateġiku u kreattiv biex tiżviluppa inizjattivi kreattivi innovattivi u azzjonabbli.


v. Immaniġġja l-proċessi tad-disinn mill-bidu sal-aħħar biex tiżgura t-twassil f ’waqtu tad-disinji.


vi. Disinn ta ’kontenut grafiku, illustrazzjonijiet u animazzjoni.


vii. Tassisti lill-marketing Manager u lill-marketing executives fil-faċilitazzjoni tal-impiegi tal-istampar mas-suppliers, filwaqt li tiżgura li tali materjal jitwassal fi żmien l-iskadenzi u bl-istandards ta ’kwalita’ li jissodisfaw il-ħtiġijiet tal-Aġenzija.


viii. Jiksbu approvazzjonijiet ta ’xogħol artistiku billi jippreżentaw it-tqassim finali lit-tim.


ix. Tanalizza r-rintraċċar tad-ditta, ix-xejriet tas-suq, il-ħtieġa tal-konsumatur, u l-landscaping kompetittiv.


x. Ħila li jaħdem f ’tim, jadotta malajr u jirrispondi għall-bidla f’ ambjent li qed jinbidel malajr.


xi. Iżżomm ruħha aġġornata mar-regolamenti u l-policies finanzjarji u tal-procurement tas-Servizz Pubbliku.


xii. Tagħlim dwar il-ħidma tal-programmazzjoni u l-inizjattivi tal-Aġenzija filwaqt li tassisti fit-titjib tal-istrateġija tal-kummerċjalizzazzjoni.


xiii. Tassisti fi kwalunkwe kwistjoni oħra, kif assenjat mill-marketing Manager jew mis-CEO.


xiv. Xogħol fi tmiem il-ġimgħa u festi pubbliċi, inkluż filgħaxijiet skont l-esiġenzi tal-Aġenzija.


xv. Twettaq dmirijiet oħra kif assenjati mis-CEO Festivals Malta jew ir-rappreżentant tagħha skont l-eżiġenzi tas-Servizz Pubbliku.

 

 

Kwalifiki u esperjenza meħtieġa
